If you have the LabVIEW for windows release notes version 2.51 part number
320540-01 go to page 12 and it explains some possiblities.
We had same problem here Running DELL 486 66mhz 16meg EISA. In case you do
not have the notes here is condensed version.

In WIN.INI add following

[LabVIEW]
"totalMemSize = 8000000" < Application & Data size
"dataMemSize = 2000000" < Data size sub part of Totalmem
Experimentation with greater numbers in totalmemsize gave us wierd
results.
This is all fixed in LabVIEW 3.0 from the EDIT menu under preferences
or so it says have not installed yet on this machine.
